Despite there being evidence that the virus was only transmitted when the patient had clear symptoms (case JU) there was also evidence that the virus could be transmitted when there were not clear symptoms (case FG) so the WHO decided to recommend quarantine.

Quarantine requires that people are removed from their everyday lives for a period of time. It would be unethical and have other consequences to remove any body other than those who really required quarantine. The W.H.O had to decide what level of contact required quarantine.
